Five individuals have pleaded guilty to charges related to a drug trafficking organization that distributed large quantities of fentanyl and methamphetamine in Jacksonville, Florida. The defendants—Aaron Jarvis McGhee, Shikita Lashelle James, Johnny Angelo Pack, Natra Antonio Jones, and Bobby Warren Harvey, Jr.—were involved in a conspiracy to distribute more than 400 grams of fentanyl. Four of them also admitted to possessing with intent to distribute fentanyl, methamphetamine, or both. Each faces at least 10 years in federal prison. Sentencing hearings for McGhee, James, Pack, and Harvey are scheduled for December 11, 2025; Jones’s sentencing has not been set.
Court documents show that the group operated between 2022 and 2023. They purchased drugs from suppliers in Mexico and transported them through Houston before selling them in Jacksonville. While serving a sentence for a previous drug conviction, McGhee coordinated transactions from prison using an illegal cellphone. Shipments crossed the southern U.S. border into Texas where Pack would retrieve them before bringing them to Florida.
Once in Jacksonville, Pack delivered shipments to residences belonging to James. She stored the drugs and handled distribution to retail dealers across Duval and Clay Counties. Jones and Harvey acted as runners who moved drugs and proceeds within Jacksonville.
The organization’s activities included frequent flights between Jacksonville and Houston during April and May 2023. On April 28 of that year, Drug Enforcement Administration agents observed James dropping off Jones and Harvey at the airport for a flight to Houston. Both checked two bags each as luggage; agents seized all four bags after obtaining search warrants. Inside Jones’s suitcases was $399,800 in cash; Harvey’s contained about five kilograms of fentanyl along with $373,980.
Further investigation led DEA agents on May 16, 2023 to execute search warrants at two residences associated with James in Jacksonville. At one house they found approximately $824,909 in cash alongside substantial quantities of drugs: about 6.7 kilograms of fentanyl, 4.4 kilograms of methamphetamine, one kilogram of heroin as well as five loaded firearms. The second residence yielded around $28,000 in cash with another 5.4 kilograms of methamphetamine and four loaded firearms.
“This case was investigated by the Drug Enforcement Administration and the Jacksonville Sheriff’s Office,” according to the release. “It is being prosecuted by Assistant United States Attorneys Kirwinn Mike and Elisibeth Adams.”
