Plaintiff Accuses Local Government Entities and Property Manager of Negligence Over Sidewalk Safety

A resident of Pinellas County, Florida, has taken legal action against a local government and a property management company, alleging negligence that led to significant personal injuries. Barbara Jean Barlow filed a complaint on November 3, 2025, in the Circuit Court of the Sixth Judicial Circuit in Pinellas County against the City of Largo, Pinellas County, and GIB Properties, LLC.

The lawsuit stems from an incident on January 31, 2024, where Barlow claims she suffered severe injuries due to poorly maintained sidewalks at or near Largo Central Park and Indian Rocks Road in Largo. According to the complaint, all three defendants—City of Largo, Pinellas County, and GIB Properties—were responsible for the construction and maintenance of these sidewalks. The plaintiff accuses them of failing to maintain safe conditions by allowing the walkways to remain uneven and hazardous. She further alleges that they neglected to inspect or repair these dangerous conditions or warn pedestrians like herself about potential risks.

Barlow’s complaint outlines multiple counts of negligence against each defendant. For instance, she claims that the City of Largo breached its duty by not maintaining the sidewalk properly and failing to correct known dangers. Similarly, she accuses Pinellas County and GIB Properties of similar omissions regarding their respective responsibilities for sidewalk safety. The lawsuit highlights how these alleged failures resulted in her suffering “bodily injury and resulting pain and suffering,” among other damages such as disability and loss of earnings.

In seeking justice through this legal action, Barlow demands a jury trial for all issues presented in her case. She is pursuing damages exceeding $50,000 for medical expenses incurred due to hospitalization and treatment following her injuries. Additionally, she seeks compensation for ongoing pain management needs as well as future losses related to earning capacity due to permanent or continuing impairments caused by this incident.
