Frank Hasseltine has taken legal action against a Florida municipal corporation, alleging negligence that led to his injury. The complaint was filed by Hasseltine on October 10, 2025, in the Circuit Court of the Sixth Judicial Circuit in Pinellas County, Florida, targeting the City of Treasure Island.

The case revolves around an incident that occurred on May 19, 2024, when Frank Hasseltine was operating his motorized scooter at the Gulf Front Parking Lot in Treasure Island. According to the complaint, a hazardous transition area from pavers on the sidewalk to the parking lot surface created a dangerous condition. This transition was difficult to see due to its visual appearance and lack of contrast between surfaces. The plaintiff claims that this condition caused his scooter to tip over, resulting in significant injuries. Hasseltine argues that the City of Treasure Island failed in its duty to maintain safe premises and provide adequate warnings about known dangers. “Defendant breached its duty of care,” states the complaint, highlighting failures such as not maintaining a safe environment and not warning about the dangerous transition.

Hasseltine is seeking damages exceeding $50,000 for bodily injuries described as permanent within a reasonable degree of medical probability. He claims these injuries have resulted in pain and suffering, disability, mental anguish, loss of enjoyment of life, and medical expenses. The lawsuit demands a jury trial and seeks judgment against Treasure Island for monetary damages and any other relief deemed appropriate by the court.

Representing Frank Hasseltine is attorney David A. Papa from Papa Injury Law based in Clearwater, Florida. The case is filed under Case Number 25-005704-CI.
